At one point, Jack and Tony meet with the bad guys to hand over the Matobos. As you might expect, Jack has considered what might go wrong. With Bill and Chloe nearby, the transaction takes place, although not exactly according to plan.
The fact that "24" was filming at the base was well-documented on local TV, radio, and in print. As the baddies arrive, it's clear they're driving past the "Great Balloon," a huge helium-filled ride that's on the base. It's especially hard to miss since it's an existing waymark (WM2GRX)!
