According to the Sparta web site http://www.bikesparta.com/benbikenstory.htm they added a recording to the statue that plays any time of the year. The web site says they added it recently, but I don't know when that was written. Did the statue talk when the strip was written? If not, this is an excellent irony considering the title of the strip. I love the pun in the strip (spoken <-> bicycle spokes)!
Sparta Wisconsin is a bicycle city. There are major bicycle trails here and the town is bicycle oriented. There are even pictures of the old large wheeled bicycles on their street signs.
