Dean Decarli Waterfront Square is named after Dean Decarli, a former Stockton Major who is also called the "Father of Development in Stockton." The square was dedicated in 2001 as part of a large project to revitalize the downtown area. We found a very good description at

"Dean DeCarli Waterfront Square was among the Stockton’s first and, until summer 2007, least-used downtown redevelopment projects. The $6 million, 70,000-square-foot brick plaza overlooks the head of the Deepwater Channel and features step seating. Combined, the seating and the view create a beautiful small outdoor amphitheater. However, the square has rarely been used for events. Instead, it’s served as an informal weekend performance space for drum circles and b-boy crews on Friday nights. In summer 2007 the city and the Downtown Stockton Alliance created the Music in the Square: Final Fridays concert series in DeCarli Square. The series was an offshoot of the alliance’s Music in the Square concerts in nearby Janet Leigh Plaza, and it featured local musicians performing monthly concerts. The concerts drew a respectable crowd."
