The obelisk is in memoriam to George Montague Dunk who was the 2nd Earl of Halifax. He lived between 1716-1771 and was known as 'The Father of the Colonies' due to his success in extending American commerce. President of the Board of Trade 1748-61, he aided the foundation of Nova Scotia, 1749, the town of Halifax being named after him. As a Secretary of State he was sued by Wilkes for his arrest under the general warrant against The North Briton. This is detailed here

The plaque reads as follows:

By his Councils and Influence

First Lord of the Admiralty
Secretary of State
Lord Keeper of the Privy Seal
He discharged with distinguished Abilities and Integrity
The important Trusts of each
He was Knight of the most polite Order of the Garter
And on the 8th June 1771
Finished life thus spent in public service
Affection must Subscribe the grateful Testimony
How eminently he posessed the private Virtues
Of Father Uncle Guardian Patron Friend'
