The dame captures rainwater from Swiss, Montebello and Stevens Creeks. The creek, dam and resevoir was named after settler Elisha Stephen (whose name was misspelled.)
The water stored in the resevoir is released into Stevens Creek for groundwater recharge.
Muhc of the water from the area's homes is pumped from underground aquifers replenished by the resevoir. The water district also the water into Stevens Creek to sustain the downstream wildlife.
