A stone mushroom-shaped structure promoting international peace on top a hill in West Wales

This structure sits on top of Mynydd Llanfihangel Rhos-y-corn in West Wales. It has four carved stone plaques on it with the word PEACE in English, Welsh and two other languages I am not familiar with.
The mushroom stands about 2 meters tall. When I visited in 2008 the structure appeared rather new and a lot of searching on the internet has not divulged any more information as to who designed or constructed it.
Nearby stands a triangulation pillar that used to be used to hold a theodolite. These were built in the mid 1900s and used for mapping the country.
There is easy parking narby and then it is a short walk over the grass to the mcuhroom. It could be a little boggy in wet weather.
