The original primary sewage treatment plant was constructed on this site in 1956. Increases in population, in wastewater volume, and enactment of the Clean Water Act have led to expansion of the oxidation ponds and to the construction of this huge, modern tertiary treatment plant.

Group tours can be scheduled for the plant. Baylands Park, owned by the city, has public trails on top of levees behind the plant, with information signs.
