The marker at the spring reads:

Near this spot stood the Lucy Hill Institute (later Lucy Hill High School) built circa 1899 through a major donation by Mr. George Hill in memory of his daughter, Miss Lucy Hill who was killed in 1895 when thrown from her horse. Later a gymnasium was erected on the grounds also.

I know little about the history of the spring itself other then it was named after her. There is also a small picnic pavilion close by. I would make my visit during daylight hours, there is a gate at the entrance to the park and it is possible they lock it at night.
