The Operations Department of the Orange County Fire Authority is divided into five geographical operational divisions, each under the command of a Division Chief. Most Divisions are divided into two Battalions under the command of field Battalion Chiefs. Within these Battalions are 61 fire stations (5-9 stations per Battlion) that provide regional emergency response to all fires, medical aids, rescues, hazardous materials incidents, widlland fire, aircraft fire and rescue services to John Wayne Airport, and other miscellaneous emergencies.
The Orange County Fire Authority serves 22 member cities and the unincorporated area of the county (551 square miles with a population of over 1.3 million), and protects an assessed property value of $189 billion.
The Emergency Command Center (ECC) is the “First to Serve” the community and fire emergency services. The ECC receives approximately 252,000 phone calls annually, both business and emergency, resulting in the dispatch of fire equipment to over 83,825 incidents. The ECC dispatches for 60 fire stations that include emergency personnel and a complement of 95 engines, 13 trucks, 26 paramedic units, 3 emergency transports, 4 light/air units, 4 aircraft crash/fire/rescue units, 1 hazardous materials unit, 3 dozers, 3 fire fighting helicopters, and 3 handcrews in addition to various other support equipment.
Emergency Medical Dispatch (EMD), a nationally recognized program, was designed by the Orange County Fire Authority and implemented by the ECC. In this program, all dispatchers are given specialized training that allows them, by using a programmed system of questions and answers, to provide appropriate pre-arrival instructions to the victims in medical emergencies. These instructions range from the simple act of tilting the head back in order to maintain an open airway, to cardiopulmonary resuscitation. Ongoing training and re-certifications for EMD are required to ensure high quality service. Additionally, some types of medical aids are now “Tiered” meaning the call-taker has the ability to determine the response level to a call based on a set of criteria.
