The building featured on the stamp is the residence and was designed by Jefferson himself in a classic Palladian villa style. Construction took place from 1768 to 1809. The home is situated on a 850 high peak and overlooks lawns, ornamental gardens, and extensive experimental gardens founded by Jefferson.
The site is now a designated World Heritage Site.
The stamp was originally issued in 1956 and continued to be printed until 1968. It is Scotts stamp #1047. For a nice discussion of the stamp, see
