This memorial is part of the Arkansas Inland Maritime Museum in North Little Rock. The USS Razorback is nearby, and the sub is available for tours [the Arkansas Queen riverboat will take you for a ride]. This memorial is roughly halfway between the sub and the foot of the new Junction Bridge, which is a pedestrian bridge that spans the Arkansas River.
This is a daylight hours find only [due to safety]. You should park near the river to view the memorial. For the bridge, park between Alltel Arena and the bank, and you'll be right there. The Little Rock end of the bridge [south] terminates at the River Market, which is active at all hours [bars and restaurants].
