"Earth Song" by Po Shu Wang, 2002. According to the dedication plaque you can strike the bell at the bottom to get a beautiful note. However the bell at the bottom appears to have been vandalized and all we got was a "clank" sound.
To geocachers: there is a cache here that requires extreme stealth to retrieve.
