Interestingly (or ironically), this plaque stands along a section of Old Rossville RD which has been retired as progress has replaced it with a newer wider road about 150 feet to the west - which now sports a newer PA historical Marker.
Plaque text is as follows:

Mac Donald Chief of U.S. Bureau of Public Roads, and a large public gathering, on July 23, 1931 drove the pick beginning construction of 20,000 miles of rural roads transferred to the Pennsylvania Department of Highways by act of assembly dated June 22, 1931.
