The bust of President Franklin Roosevelt was sculpted by Louis Rodriquez and the base is inscribed as follows:
Dedicated to the memory of Franklin D. Roosevelt "The Good Neighbro" and in honor to those who, like him, died for freedom. Erected by the Comite Mexicano de Accion Civiea Y Cultural, 1946-46 Sept. 15 1946.

Frankliln D. Roosevelt was the 32nd President of the United States. He was President during the Great Depression and at the start of World War II.
