The Chief Seattle fountain is located in Pioneer Square on 1st Ave in downtown Seattle. The back of the fountain says "Chief of the Suquamish" The bronze bust was done in 1909.

Here's pointer to the Seattle Street Art Webpage. This web page identifies this art work as a fountain: "Bronze bust of Chief Seattle made for fountain." While I was there, no water was flowing... it was the first week of February and very cold. I have no way, other than pointing to this website to confirm that this isn't anything other than a fountain.
