This is the water tower for the town of Elgin in South Carolina. Elgin's a pretty small town, in Kershaw County northeast of the state capital of Columbia. The water tower is small, blue, and says "Elgin" on the side.
It is located a couple blocks north of Route 1 (Two Notch Road) and can easily be seen from there. Getting up close is tough; you can drive up to it, but the access road isn't obvious.
