This is a little monument along a trail at the American River in Folsom, California. It provides information about certain land grants in the area and on the bottom it reads:

We tried to find more information about it but couldn't get anything. It is definitely built to last!

The Monument also marks the location of a Letterbox Geocache which lead us to this place.
