From California: A Guide to the Golden State:

"In 1854, the bluff at Fort Point was graded to the water's edge, and the present fort, somewhat similar to Fort Sumter, was completed in 1860. The old fort is now dismantled, but plans are under way to restore it as a historical monument, with old artillery pieces remounted and their muzzles pointing out over the Golden Gate."

The Fort belongs to the Federal Government. It's open to the public (for free) It's also on the NRHP and California's state marker of landmarks.
