This is a railroad bridge over the Ortega River. It is built low to the water, but the center section features a drawspan that raises from one side to allow passing boat traffic. The railway is maintained by CSX and the bridge gets a lot of action every day with freight and passenger trains going through.
The coordinates are for a fishing pier next to the bridge. So long as its not busy, you can drive to the end of the pier for a good view of the bridge.
