This observatory is located on the campus of Mercyhurst College, which is in the town of Northeast, Pennsylvannia.
It is listed on the "Observatories of Pennsylvannia", but I was not able to find out much more than that about it. The campus was closed when I was there, so I could not ask at the library. On the website for the college, it does state that they do indeed have an observatory. I believe that it may be for college use, as part of an Astronomy class.
I was there at about 5:00 in the afternoon, 8/18/07.
