Rowland Francis was a successful businessman and then became Mayor of St. Louis
in 1885 and then served as Governor of Missouri from 1889 - 1893. He served as
the United States Secretary of the Interior under President Grover Cleveland
between 1896 and 1897.
He was one of the most prominent proponents of the 1904 St. Louis Worlds
Fair. He was a major driving force behind the fair and served as the President
of the Louisiana Purchase Exposition.
He served as the U.S. Ambassador to Russia in between 1916 and 1917, during
the Russian Revolution of 1917. He was the last U.S. Ambassador to the Russian
Empire. He became ill during his evacuation from Russia and never fully
recovered.
