The following is an excerpt from
New York: A Guide to the Empire State in the Niagara Falls points of interest section:
The CAVE OF THE WINDS, reached by two elevators leading to the foot of the American Falls, is alive with stinging spray and buffeting blasts of air. A series of paths and bridges offers a succession of unusual views. The climax is the walk to the Rock of Ages, where Luna Fall crashes.
If it's a hot day and you don't mind getting wet, the Cave of the Winds is a very fun way to experience Niagara Falls. For $10/adult ($6/kids 6-12), you can stand at the base of Bridal Veil Falls. Like the American Guide description says, you take an elevator from Goat Island down to the base of the gorge. From there you walk along a series of wood boardwalks, bridges, and stairs to the base of Bridal Veil Falls. All the while you get soaked from the powerful force of the falls, despite having on a poncho. The winds created are almost enough to blow you over, too.
