As noted above, this is located behind President Harding's former home. This home is where he gave his famous "Front Porch Campaign" speeches. There is no fee to see the sundial, however if you wish to take a tour of the home there is a $6.00 fee for adults.
The outer edge of the sundial reads "Grow old along with me. The best is yet to be." In addition the pedestal upon which this sundial is mounted reads:

Twenty-Ninth President of the
United States of America
In the great fulfillment we
must have a citizenship
less concerned about what the
government can do for it
and more anxious about what it
can do for the nation

As the engraving mentions, this is part of a speech given by Harding to the Republican National Convention in 1916. Sound a little similar to a better known and more recent speech?
