"The origin of Lady Justice was Justitia (or Iustitia), the goddess of Justice within Roman mythology. Justitia was introduced by emperor Augustus, and was thus not a very old deity in the Roman pantheon.
Lady Justice (Latin: Iustitia) is an allegorical personification of the moral force in judicial systems. Her attributes are scales, a sword and sometimes a blindfold. She often appears as a pair with Prudentia."

"About the Local Court
The Local Court of Cloppenburg has two buildings, the older of which is an annex dating from 1806, while the newer main building dates from 1909. The annex was originally the Oldenburg Regional Court according to the court constitution (sovereign decree of 15 September 1814). This covered the entire district with the districts of Löningen, Cloppenburg and Friesoythe and acted as an appellate court for cases decided by the district offices. Later, it was the seat of the district administration, the residence of the district administrator and the land registry office.
In 1982, it became part of the district court again. Since 1909, the district court had been based in the neo-baroque district office building. At that time, the district court was joined by the district administration, the land registry office, the building authority and the tax office. Gradually, the district court took over the entire building, particularly due to the incorporation of the Löningen and Friesoythe district courts, which were dissolved in 1972 and 1974 (the land registry office for the northern district remained in Friesoythe as a branch office, but was dissolved in 1997). The resulting shortage of space was remedied in 1982 after the original courthouse was vacated by the land registry office and returned to the judiciary.
The main building has been renovated in keeping with its original style over the years. Together with the annex and the surrounding (renovated) park, it now adorns the townscape and is one of the most frequently photographed motifs in the Oldenburg Münsterland region."
