Juan Rafael Mora Porras (1814-1860) was president of Costa Rica for over ten years during the middle of the nineteenth century (1849-1859). The most significant event during this time was the Filibuster War (1856-7) in which Costa Rica was able to defeat William Walker and his regime in Nicaragua.
The statue was designed by Italian sculptor Pietro Piraino and inaugurated in 1929. It stands in a small park opposite the Central Post and Telegraph Building. A plaque was added to the monument in 1956 by the Costa Rican Academy of History to commemorate the 100th anniversary of the Filibuster War.
