The building, erected between 1893 and 1895 by the architect Grandin, demonstrates an effort to integrate the building into the existing architectural context. Grandin opted for the use of local materials and adopted an eclectic style blending neo-Renaissance, neoclassicism, and medieval elements.
In 1910, the town hall was moved to the former bishop's palace, acquired by the municipality. The vacated section was then leased to the PTT administration by the Caisse d'épargne. Later, frescoes were painted from 1914 to 1916 by G. Souchon, illustrating episodes from the history of Saint-Flour. The Caisse d'épargne occupied the building until 1997, when it moved its offices to 19 Cours Spy-des-Ternes.
Under the ownership of the Saint-Flour Community, the site has been designated to house a Housing Center and an Architecture and Heritage Interpretation Center (CIAP), as part of the Pays d'Art et d'Histoire initiative."
