These are four senior officers involved in the conflict with the Ottoman Empire in 1910. It was not a true war, more a sequence of riots and uprises following the loss of privileges of Kurdish tribes after the raise of the Young Turks and Ataturk.
So, from right to left (as usual in languages using the arabic script), there is Ezat Abdul-aziz, Mustafa Khoshnaw, Khoragil and Mohammed Quds. Nothing could be found about these persons. Perhaps information exists online but in Kurdish.
The four busts are lined up on the top of a single plinth, like on a tray. It's not clear the materials used, apparently some kind of white stone coated in something looking like gypsum (which is peeling off here and there).
The officers are represented wearing their uniforms, caps on head. As to the scale, pretty much real life scale.
