Though in the end he was banished from his home land of Venezuela and died in self-imposed exile from Bogota, all the while watching his vision of a unified Latin America crumble before his eyes, Simón Bolívar is nevertheless today considered the major contributor to Latin American independence from Spain, both militarily and politically.

After leading or assisting in the liberation of what would become Venezuela, Colombia, Ecuador, Peru and Bolivia, he sought to promote cooperation among the Latin American states for better security and economic development. In the summer of 1829, Bolívar organized a congress of these newly-created entities to discuss a possible federation. Included were delegates from Mexico, Central America and what was then known as Gran Colombia. Also invited, as observers, were Great Britain, the Netherlands and the United States. The congress took place in Panama City.

Though ultimately unsuccessful in creating a larger federation (several of the participants, such as Central America and Gran Colombia fragmented into even smaller nations), the Panamanian Congress did serve as a model for future efforts toward Pan-American cooperation. The congress was held in the chapter house of the Convent of San Francisco in what is now the Old Town of Panama City. This monument was erected just outside of the former convent in a small park named Plaza Simón Bolívar. It commemorated the 100th anniversary of the Panamanian Congress and consists of a statue of Simón Bolívar, bas-relief panels showing events in his life and is topped by an Andean condor. The stamp was part of a set of twelve issued at the same time that the monument was unveiled. In addition to the monument, they show a portrait of Simón Bolívar and the room where the congress was convened.
