A city website provides a nice description, and I will provide some construction dates afterward:
"Many people think that the term Plönlein refers to a yellow half-timbered house in front of the entrance to the hospital district. This crooked house is actually in the center of the Plönlein. Translated, the term Plönlein means “Small Square at the Fountain”, and the Plönlein ensemble also includes the fountain in front of the half-timbered solitaire and the two towers of the old city wall that rise up to the left and right of it - on the left the Siebersturm, which leads into the hospital district , on the right the tower of the Kobolzeller Gate from 1360, which shows the way to the Taubertal.
The Plönlein is a real world star: For many, the half-timbered house on the Plönlein represents the typical Rothenburg old town motif. Starting with the Walt Disney classic “Pinocchio” (1940), its architecture is repeatedly copied by artists, architects and designers when it is considered a typical one depict a medieval European backdrop. It appears in video games (Tekken Tag Tournament 2), music videos (most recently in Lil Dicky's song “Earth” ) and comics or Japanese manga (Little Snow Fairy Sugar, 2001)."

The basement was constructed during medieval times (so, 1350 is my estimate), the upper floor 16th century, facade facing Plönlein 19th century.
