"The Anpa asks that work be done outside of school hours, but the local government says that this is not possible.
The pedestrianisation work on Rúa Bolaño Rivadeneira, which had been halted since the beginning of summer, was resumed this week and is making teaching activities at the Quiroga Ballesteros school "unsustainable" due to the noise that reaches the classrooms, according to a complaint from the school's Anpa.
The work has been resumed by chopping up the pavement of the lane where work had not yet been carried out, the one closest to the Lugo school , and digging ditches . The noise along the lane is constant throughout the morning and very loud. It makes classes difficult, affects children with problems and even impacts on break times, since the centre does not have an enclosed pavilion and both physical education and breaks are done outside , in the open air.
"The situation is quite unsustainable. It is impossible to follow classes and endure that noise. And there are children with hearing aids, or autistic children, who are being greatly affected," explains the president of Anpa, Sara Silvar. The association will have an assembly this Thursday in which this problem will be addressed.
Autumn works in Lugo: intermodal, historic center, streets, river and educational centers
Families are so desperate that some are putting various pressure measures on the table, from not sending their children to school to gathering in the street and stopping construction work "poles bravas", although they admit that these are difficult measures to carry out, among other reasons, due to work-life balance.
Families also feel that access to the centre is insecure due to the construction machinery, although they obtained a commitment from the local government that work would be stopped at the time of entry and exit of the school and that there would be police surveillance, which is being fulfilled, they acknowledge.
The Anpa requests that the works in Bolaño Rivadeneira be done in the afternoon
The measures adopted by the Council to reduce the inconvenience to the educational community are not sufficient, in the opinion of the Anpa, and it requests that the work on the street be carried out outside of school hours. "We do not see it as normal that the works are stopped for a long time or they will be restarted now," explains the president.
The halt was largely due to disagreements between the contractor and the council over the technical and budgetary changes that had to be made to the project. These are still pending approval by the local administration, although the parties recently reached an agreement that allowed the work to go ahead.
And it is precisely the delay in the work that now requires working at the fastest possible pace, so, although the local government assumes that it is a major inconvenience for the school and asks for understanding and apologies for this situation, it maintains that it is necessary for the work to progress and so rules out moving it only to the afternoons."
