This is another Dinky Door project, an anonymous initiative which, accordingly to the official website is "(...) trying to make people smile, and you can help massively with that by helping people discover them. Still quoting the official website...

This specific door is related with the magic world of reading and the plaque placed on the door seems to indicate that books grow in the plants grown outside. And they are spell books so a wizard must be involved, somehow.
