These bas relief sculptures can be found in Halk Hakydasy Memorial Complex, which includes monuments to the war against Russian invasion in the 19th century and the Big 1948 Earthquake.

Despite the specific memorials for the Earthquake of 1948 and the Second World War, the bas relief sculptures are attached to the third memorial dedicated to the Battle of Geok Tepe, which took place in 1880, during the Russian invasion of the lands which are nowadays Turkmenistan.
The sculptures depict scenes of the battle and cover a semi-circular wall where the visitor will find the entrance to a history museum (which is usually closed, actually).
This memorial is an usual stop for Ashgabat tours so it's expectable that the foreign visitor will have a chance to visit it.
