I originally waymarked this under Relief Sculptures, calling it "Funny Face", because it is, well funny! As it turns out, somebody did some legwork to actually get the name and the artist's name.
Dave Hollenbeck submitted this to Roadside America's website in 2022 (link below) and I quote his sunmission:
"On the side of a congressman's office building, overlooking a grassy rectangle, there is a large silly face -- with its tongue sticking out -- emerging from the bricks.
The face, created in 1997 by Tom Gardner, is called "The Critic." The congressman's office was formerly Gardner's studio, and Gardner built the face when the adjacent building was torn down. His inspiration was a grimacing souvenir coffee mug that he bought in Virginia."
