On October 20, 1933 North Dakota CCC Camp 797 arrived and made camp on the mountain west of Lee Creek Valley. After construction of the camp was complete, the men turned their attention to building a road into the valley. This road is now Arkansas Highway 170. One of the first structures built here by the CCC was the overlook pavilion which is just off Highway 170. In the years to come, Camps 754, 2763, 2764 and 3795 were camped in the valley and their activities included building many cabins and other buildings, trails, bridges and a dam on Lee Creek to form a camp swimming pool.

This Overlook Shelter is at one end of the Yellow Rock Trail which was also built by the CCC. The trail starts down near Lee Creek and comes up the mountainside passing many vistas along the way. The Yellow Rock Overlook is particularly stunning. The middle part of the trail forms a loop and the trail is a three mile long round trip, hiking opposite sides of the loop when going and coming.
