It is a man-made waterfall on the side of the lake.
A huge rock party about 75 meters long and 8 meters high surrounded by plants, shrubs and trees.
In the middle, over a width of 10 meters, the water falls down the rocks into a basin where it flows back to the lake.
I suspect the water is pumped back up from the lake.
Down below, a wooden bridge crosses the water.

"The largest artificial lake in Korea, Ilsan Lake Park, recreates the natural ecosystem not easily accessible by urban residents and offers a variety of recreational opportunities by utilizing the surrounding landscape and lake.
The 4.7-km bicycle path around the lake and the 9.1-kilometer promenade, including the metasequoia-lined trail, are particularly beloved and cherished by residents.
There is a pavilion called Wolpajeong located on Dalmaji Island, which sits in the middle of the lake."
