The Tlaloc Fountain is made up of a water mirror with a sculpture of the god Tláloc. The deity is made of mosaics and colored stones. She is two-headed, with one part of her face facing the sky and having a fountain that shoots water, and another pointing towards the gate of the sump, like a tunnel. The purpose of the monument was to be seen essentially from the sky, as Rivera considered that the monument would be on the entry route of the planes to the DF, which at that time flew lower than today and could distinguish the sculpture.

Tláloc emerges from the mud in which representations of Quetzalcóatl and aquatic symbols are found. The deity, with the classic attributes of pre-Hispanic iconography (blinders, forked tongue) has in one hand an ear of corn that he takes from a cornfield where it is raining, and in the other four corn seeds that he returns to the earth. The date 9 cane can be seen in the mosaics, which is equivalent to the year 1943.3? In the 2010 restoration, the fountain was consolidated and 40% of the stones and mosaics from the body of Tláloc that had fallen off were replaced.
