The library is located in a historical house - Casa dos Condes - in the center of the village of Alcoutim which is the seat of the municipality.
It was created in 1997 and changed its name in 2023.
It is a medieval building, which underwent some architectural transformations carried out by military engineers during the 17th and 18th centuries.
Unique building with double access staircase. Inside there is a small courtyard with a well as a central element, which is used for some of the Library's activities.
