The urban heritage reserve of Ceské Budejovice was declared in 1980. It aims to protect the historical core of the city. The main feature of the city center is the Premysl Otakar II Square, which is shaped like a massive square with sides measuring 133 meters. The square is lined with arcades and features Gothic, Renaissance, and Baroque bourgeois houses, often adorned with attic decorations on their facades. In the center of the square stands the Baroque Samson Fountain. Another prominent landmark in the city is the 72-meter-high Black Tower. On Piarist Square, there is the former Dominican Monastery with the Church of the Presentation of the Virgin Mary, dating back to 1265, and the salt house. To this day, late Gothic parts of the city walls from the first half of the 14th century and defensive walkways from the 15th century have been preserved.

The author this painting is a Czech painter Karel Stehlík (May 21, 1912, Milevsko – May 28, 1985, Ceské Budejovice).
He initially learned painting from the local painter Oldrich Pejša in Milevsko. From 1945 to 1947, he studied at the Academy of Arts, Architecture, and Design in Prague in the studios of Jaroslav Bend, Antonín Strnadel, and Emil Filla. He also spent one year studying at the Academy of Fine Arts in Prague, specifically in the landscape painting studio of Otakar Nejedlý.
His significant body of work focuses on landscapes, capturing the transformations of the South Bohemian region in numerous watercolors, oil paintings, and drawings (such as "From the Orlická Dam" and "From the Kamýk Dam"). He also taught art education in schools in his native region. Karel Stehlík was a member of the Association of South Bohemian Artists and the Union of Fine Artists Mánes (SVU Mánes).
