The Palace is located in the Capitol Square, where, since 196 BC, there was a temple dedicated to Veiove, rebuilt in the 1st century AD. depending on how it is stored. It was rectangular in shape with a small porch protruding from one side of the entrance, a very rare layout in Roman temples. The travertine podium, part of the portico and cell, remains from the old temple. At his side, in 78 a. C. The Tabularium was built as a Roman public archive, since the tables, that is, the laws and public documents, were kept there. All that remains of the Tabularium is an arcaded gallery, which was perhaps a public passage.

In the Middle Ages, the Roman remains were incorporated into a fortress; in 1143, when the free municipality of Rome was born, it became its seat and the first senators resided there. The first form of the Palacio Senatorio was transmitted to us only by scanty sources that represent it as a building with two towers, one of which housed the Patarina, the bell taken from Viterbo as a war prize. At the end of the 14th century, the palace assumed its monumental appearance with the façade with three arches. But already during the same century, the Palace began to be closed within its walls and many arches were walled. After various additions and modifications, he arrived, at the behest of Pope Paul III, at the project for the renovation of the Capitoline building complex, conceived in 1537 by Michelangelo. In this project, among other things, the double-ramp staircase and the balustrade that ends the building, which was adorned with statues, appear. The project was followed by Michelangelo until his death and was substantially modified by his followers. The current façade dates back to the end of the 16th century and is the work of Giacomo della Porta and Girolamo Rainaldi. The two colossal statues of the river, the Nile and the Tigris transformed into the Tiber, come from the Baths of Costantino del Quirinale; in the center is the small statue of "Minerva -Dea Roma". The tower was built between 1578 and 1582 by Martino Longhi the Elder.

The Constituent Assembly of the Roman Republic had its headquarters here in 1849 and was also dissolved by French troops. Since 1870, the Council Chamber, which keeps the flags of the Municipality and the 22 districts and coats of arms of the popes and senators on the walls, has housed the City Council of Rome.
