This Pegelhäus is one of the water level gauges on the Rhine. It is a Gauging Station, a place where systematic observations of gauge height (water level) or discharge are obtained. The place that control the level of the water, in this case the Rhine. It is a cute tiny house with a big yellow clock.
As in many cities and towns on the Rhine, there are water level measurements near the landing stages and ports, which are very important for the ships (their freight and ship drivers are!).
As far as I know, all gauge houses are still functional, even if they are often beautiful to look at! (Even if nowadays the water levels are also communicated via the internet, telephone, etc.)
The oversized water gauge is used so that the ships can also read it from the Rhine. An information board near the level house gives further information on this.
A waterlevel house contains a level recorder that worked according to a simple principle. Seawater came through a pipe into a well in the house, in which there was a float that moved up and down with the changing water levels. The float actuated a pen that wrote on a sheet of paper stretched on a roll. A clock powered the roll of paper. An official regularly came to wind the clock and change the paper on the roll.
