The plaque says, "The Library was built as a retreat for the ever-increasing number of men and women in the Navy. When the Library was constructed in 1941, there were already over 10,000 recruits who needed a place for leisure. The Library operated just as any local public library, with newspapers, magazines and the latest periodicals and books."
