Memorial Hall in Windsor Locks, CT is a 45' by 50' three-story building built out of gray granite blocks with lighter gray granite block used for decorative trim, which is characteristic of the Richardsonian Romanesque style as is the and the round tower on the northwest corner topped by a conical roof. Memorial Hall was designed by Frederick S. Newman in the Romanesque Revival style and dedicated, on June 10, 1891, to the men from Windsor Locks who died while serving with the Union forces during the Civil War.

Stone steps lead up to and through the Romanesque style archway in front of the entrance. Above the arch is inscribed in gold block lettering:

To the left of the entrance is a polished granite plaque which is inscribed in gold letters:

J.H. Converse Post of the G. A. R. was established in 1884 and named in honor of Major Joseph H. Converse, who was killed in action at Cold Harbor, Virginia, on June 4, 1864. Charles E. Chaffee was a local mill owner who financed the construction of the building.

Memorial Hall was listed on the National Register of Historic Places in 1987.
