The Richardsonian Romanesque Revival style Baxter Library Building was built in 1888 to a design by architect Francis Fassett. The building was then donated to the City of Portland by Mayor James P. Baxter to serve as the Portland Public Library. In 1982, after a Portland erected a new library in 1979, the building was acquired by the Maine College of Art in 1982. Subsequently it was sold by the college to the VIA Agency, an advertising and marketing agency.
The 2½ story high brownstone building trimmed with light granite blocks and a gable roof with slanted roofs near top of the building. The lower level has a central entrance framed by a Richardsonian style arch composed of dark and light stones. On each side of the entrance are a pair of windows with Richardsonian style arches. On the second floor there are four windows framed by Richardsonian style arches that are flanked by brownstone medallions with the profile of a man. The upper level has brown and white checkering with a circular window in the center.
