A life-size white stone statue of Co-Premier George-Étienne Cartier stands on a circular stone base. Cartier is depicted wearing a below the knee length double breasted overcoat, a bow tie, trousers and shoes. He is standing with his right foot forward. His left hand is behind his back and his right arm is bent up at the elbow and slightly forward. He is gesturing with is right hand which is above his right shoulder.
A plaque on the circular base is inscribed:

An oval plaque next to his statue contains his portrait from the National Archives of Canada and the following inscription:

As a youthful rebel, George-Étienne Cartier
had fled to the United States. By 1864, he
was the popular leader of French Canada.
Cartier was a key advocate of
Confederation as he was convinced it
would benefit French Canadians.

George-Étienne Cartier was born on September 6, 1814 at Saint-Antoine-sur-Richelieu, Quebec. He became a lawyer in 1834 and was active in the railway business. He represented the Grand Trunk Railway.
He was Premier of Canada East from August 6, 1858 to May 24, 1862.
When Canada was created in 1867, Macdonald became prime minister and Cartier was his Minister of Militia and Defence from July 1, 1867 to May 20, 1873. Cartier negotiated with Britain and the Hudson's Bay Company for the purchase of Rupert's Land and the North-Western Territory and in the negotiations that lead to the creation of the province of Manitoba and the entry of British Columbia into Confederation.
