The dam was built by the US Army Corps of Engineers in 1952 as a flood control measure.
The area is open to recreation, with pavilions, playground, fishing, boat launch, and trails.
To implement the production of hydroelectric power at the dam, the Federal Energy Regulation Commission issued a license to the Borough of Saltsburg, in association with Pennsylvania Renewable Resources Associates, for construction of a plant 1,200 feet downstream from the dam. PRRA has operated the Conemaugh Hydroelectric Station since the completion of construction in 1989. The 16 Maga-watt plant provides reliable, cost effective renewable energy to 10,000 Southwestern Pennsylvania families through a long-term agreement with Penelec.
