This dam is located at the Riverside Park in Belleville, Ontario. The dam was opened October 22nd, 1989 as an ice management project. The dam is located on the Moira River and owned by the Quinte Conservation Authority. The dam is a concrete weir with two gates

The dam is named for Harry Mulhall a reporter for the local newspaper The Intelligencer.
