Full inscription of the bronze plaque: This tablet dedicated to St. James Church used as an arsenal in 1776 given by Francis Scott Key Chapter Daughters of the American Revolution May 19, 1933.

The plaque is mounted on a brick pedestal as you enter the church grounds from the parking lot.

From Wikipedia in part:

"Maryland's legislature confiscated the My Lady's Manor property during the American Revolutionary War and stored gunpowder in the church building (which remained standing)."
