The War Memorial building was designed in the Moderne style by architect Fred H. Franz and built in 1936 as a joint project of the Public Works Administration and the City of Holyoke. The rectangular building is 102' wide along Appleton Street and 175' long along Maple Street.
The War Memorial is built of Indiana limestone on a granite base. The front projects from the main block of the building and has a three bay entrance separated by fluted piasters. The doors at the lower level and windows, set behind wrought iron grates, on the upper level are deeply recessed. On the façade above the triple entrance is a dedication which is is inscribed:

THE VETERANS OF THE WORLD WAR SHARE THIS MEMORIAL
TRIBUTE WITH AMERICAN VETERANS OF ALL TIMES
On the east side is the inscription:

The Maple Street side has nine bays with the first and ninth bay projecting slightly from the building and an entrance at the fifth bay. The other bays have large rectangular two story high windows.
