Painted by a high school student. On the corner of Main & Spring street, building is now city hall, was a large bank at one time.

The front of the utility box is a painting of Mount Rushmore, under a waving American Flag.
The proper left side of the box is the Mall in DC, featuring the Washington Monument and it's reflection off the water of the Mirror Basin.
The proper right side of the box is the image of the Statue of Liberty.

The back is blank, It is so close to the building no one could get back there to paint, and no one would see it anyway. There are no names of the artists on the work.
