In 1915 the Town of reading accepted Andrew Carnegie's offer of $15,000 to build a public library. The Colonial Revival style library was designed by Horace G. Wadlin and the Boston architectural firm of Adden and Parker and opened on July 3, 1918. With the conversion of the Highland School building into a public library in 1984, the Carnegie library building was converted into the Town Hall Annex.
The building is seven bays long with a central portico entrance flanked Doric columns. On each side of the entrance are three arched windows with granite keystones. The building is two bays deep with matching window at each bay. The slate covered hip roof has three dormers.
